Current status of development approvals for Ontario Place
To help realize the vision for Ontario Place and make the site development-ready for both tenant and government undertakings, a Minister’s Zoning Order (MZO) was made for the site using the authorities provided by the Rebuilding Ontario Place Act (ROPA). The MZO divides the site into four blocks, as shown on the map below, which align with the major attractions proposed at Ontario Place. The MZO also:
- Establishes land use permissions for the entire site for new and existing uses
- Establishes detailed development permissions and restrictions (e.g. height, Gross Floor Area, setbacks) for portions of the site
- Exempts portions of the site (blocks 1 and 4) from municipal site plan control
Prior to making the MZO, an application for zoning by-law amendment was prepared by the Province and submitted to the City for review in April 2023. The City held two rounds of public consultation on the application where the project team presented information about the proposal, collected feedback, and answered questions. Feedback from these consultations, as well as input received from the City, TRCA and Indigenous communities, was considered and an updated application was submitted in September 2023. The development permissions in the MZO generally align with this updated application, and also reflect the public realm design that was recommended by the Category C EA that was completed in November 2023.
